Yes, it's quite possible to get that system for the price - plenty of providers around in Dallas/DFW these days.

Good luck with the hunt

It should be doable, it's a decent budget for your needs.

Aside from a 'true' add-on hardware RAID controller, it should be doable.

You have a pretty decent budget, but with RAID 1 the price may be a little bit more expensive than $170 a month.

Are you looking for a managed or unmanaged server?

For unmanaged server your budget is alright, but for a managed serer you are looking at higher monthly costs.

I believe you can easily get that in Europe, many providers can offer you similar or better offer for something around that budget.
Not sure about USA.

Well RAID 1 means 2 disks and if its hardware raid I think it would be around 200$, and 8 GB ram can be done but not ECC one.

I don't think you will find it with "true" hardware raid-1 controller, at least not one that is good.
Your budget is a bit low but you might be able to find someone who is building their machines very very cheaply to get it done.

If you did under $200 then you could get quality hardware, but still not quality hardware raid-1.

I agree. Not with quality hardware, that means no enterprise disks or hardware raid controller or ECC ram.

Mostly you will get a home setup hardware, low end disks, software raid, standard parts.

You can go with software raid even when I dont recommend it.

Why dont you post exactly what you need? Is there something in particular you need?
Just a hardware raid, any card? Any disks? Any ram, etc? Or real server hardware, adaptec card, 3ware, raid hardrives, etc. Anyway good luck, for 200$ a month a provider barely pays the bandwidth, not to mention hardware which they would not give for free.

Perhaps you can try to contact FDC to get the deal in Chicago. I don't think Singlehop can offer you with <$170 month for hardware raid as the raid card alone charge at $50/mo
