What could be considered offshore in the traditional sense would be places like Ukraine and Panama. There you will probably be limited only by what the host considers decent (child porn or at the very least, pro russia would be a no no - they do have their standards!).

Pro-Russia is not a real problem in Ukraine (depends n City, Kharkov is more pro-russia. so hosts there care less than for example in Kiev) - but Pornography is STRICTLY illegal in Ukraine (no matter if 18+ or Child porn, even Nudity is illegal).
Russia however is again another story, child pornography is not illegal (yes, really, look at Wikipedia) but Porn in general is illegal - so you can store legally every pornography you want on a russian server, but not share/sell or give it to other persons.
Different countrys, different laws - Iran and Vietnam only product Copyright (or work) from persons IN Iran/Vietnam (or from Iranians/Vietnamese).
I maybe write a guideline about the issues with different countrys soon, and post it somewhere on WHT if anyone is interested.

Ecatel is known as an exceptional host in this regard as despite being in an EU country, they basically just forward all legal threats to their spam folder.

Well, as long as they only ignore DMCA it is fully legal, as plain DMCA has no (NONE, despite what other people say) legal point in Europe.
If they ignore court orders or letters from Attorneys in EU (created under EU/NL right and not US right, of course) is ofcourse not legal.
