CS 1.6 SERVER BANDWIDTH
HI FRIENDS I WANNA ASK HOW MANY SLOTS CAN I RUN ON A VPS
SPECIFICATION :-
Processor 1 Core
RAM 512MB (CAN BE UPGRADED)
Disc Space 40GB
Data Transfer/Mo. 30GB
Dedicated IPs 3
I HAVE SEPARATE SERVER FOR MAPS AND OTHER DLOADS AND ALSO PLEASE TELL ME THE MAX SLOTS WHICH CAN BE RUN USING AMXX AND WITHOUT AMXX.

Do you have some additional details about the hardware?

30GB per month? Umm, each slot, if full 24/7, will use 36.7GB per month.
So, the answer to your question is that that VPS can handle zero slots per month (at a rate of 15000) on average. But what kind of VPS has that small an amount of bandwidth? Usually, even entry-level VPS at $20/mth come with at least 200GB.

Zero. More specifically, an average of 0.8 slots. 30GB/mth is not enough bandwidth to run a game server. I mean, sure, if the server spends most of its time empty, with short surges in activity, it might be workable, but that's a tiny amount of bandwidth. If your server was full with 16 players, you could afford to run the server only 75 minutes per day, since that would consume up to 1GB of data.

With what average usage? If you expect those 48 slots to be full 24/7, the theoretical bandwidth requirements (excluding any web hosting or map/resource downloads) would be 15000 bytes per second times the number of slots times the number of seconds in a month. Or:

1763 gigabytes per month. But, of course, it's unheard of for a server to be completely full 24/7. So you need to look at the average playercount rather than the maximum player count. If your average player count is 50% of max (which I'd say is a pretty busy server), then you could cut that figure in half. And, of course, just because the clients are configured to use up to 15,000 bytes per second of bandwidth doesn't mean that they will use that much at every point in time, it's a worst case scenario.
What kind of budget do you have? 30GB/mth of bandwidth is extremely tiny. Linode's $20/mth servers come with 200GB/mth of bandwidth, for example, and they're considered to be on the low-end of how much bandwidth they provide (since they're a high-end provider).

If 1 slot is used constantly a whole month, it will use a few GBs.
both of those you linked will run out of bandwidth within the first 2 weeks, if full constantly. I'd say you should go for a 100GB+ bandwidth, and atleast 1GB ram.

Does it have to be in India? You may be able to find better prices in nearby countries that are close enough to offer acceptable latency.

You can figure it out yourself based on the theoretical max:
X = (rate*n)/414 where n is the number of slots full on average, rate is the server's sv_maxrate setting, and X is the number of gigabytes used per month. This is an approximation, of course. Solve for n to find out how many slots for a given bandwidth at a given rate:
300 = (15000n)/414
124200 = 15000n
n ~= 8.3
Or, you can use Google:
