I need a reseller hosting to provide free hosting.
I need a reseller hosting. I dont need more then 20GB of space but good performance. Should allow over selling with unlimited domains. Its for that I will provide very small amount of hosting space which will be free but very stable.
* use private dns
So suggest me, which service is suitable for me.

I do not believe that anyone is offering this for free.
But there is another solution, if your intention is to sell hosting for money you could sign up for cloud reseller. Then you will be charged per domain.

Sorry I'm not sure about your question.
Are you looking for free webspace, or enquiring about host's that will allow you to give away your webspace for free?
If it's option A, then click the 'free hosting' link on the main forums. If it's option B, then let us know and we may be able to suggest companies that allow this in their TOS.

I think the OP is trying to provide free hosting. If that is the case think twice as it may attract spammers. I think you should put a small price for the hosting you provide.

Most providers will not allow you to offer "FREE" Hosting due to abuse.

Why is that you want to offer free reseller hosting? Is it for a school or religious purpose? Sometimes if you aren't trying to make a profit you can ask a hosting provider for a sponsorship. Usually they will want you to allow their advertising on your site as well the your resellers but it's an option. The Host has to pay for the space they give you so you'll have to give them something.

Well you want reseller hosting and that too you will offer others for FREE... you may find some, but mind you they will not allow you to misuse the space and resources.
Also there are many concerns in such a case, suppose any of your client is spamming via his account, using space for torrent files upload etc etc, you need to keep an eye on all these things.

I'd go for a vps. Most resellers don't allow you to give out free accounts.

VPS could not host that much account. You can try looking for low end servers.

This is an interesting thread.
I am considering providing a free hosting service to members of my paid membership site. The facilities offered would be limited, but enough, IMHO to run an Internet business.
Upgrades would be available in packages at a competitive price.
If I am to purchase a reseller account, I have conidered many, but HostGator looks the best to me, at the moment, do you recommend that I inform them of my intentions, prior to purchse?

Agreed
But  You can give some one space if they will put some type of Link or banner for that space.. We did this before and it worked out well. We never had a spammer on these accounts. The owner would need to check everyorder.

Even at the vps level. Don't you think the same thing will happen? Spamm will come off the vps or the reseller account. And what about the server load that this free hosting will put off? I am not sure about that.

With a vps it doesn't matter about server load, since others won't be affected as they would on shared hosting.
As far as spamming goes, you have to keep an eye on things, but if something does happen usually the vps provider will give you a chance to sort it out.

Also, if you are providing free hosting to specific group of trusted members, you may be able to use reseller if you explain that you are not just giving away accounts to the general public.
