best cloud host for intermittent use


Hello all,
I have a videoconferencing application that I need to run for a few hours every week. What I'm looking for is:
  • 10-20 mbps bandwidth
  • around 2 gb of ram
  • low latency. (It is a latency-sensitive application, and I have users in places with horrible connectivity, but I'd like to make up for that as much as possible by choosing a good location and a well-connected host.)
  • california or south-east asia location (or elsewhere if connections are better, but from my research it seems like these are my best bets. Please correct me if I'm wrong. I have users mainly in thailand and nepal, but also some in europe and america.)
  • ability to turn off/not get billed for server when not in use
I've been looking mainly at Amazon ec2, but I'm wondering if there are other comparable hosts out there and what peoples' opinions of them are.

There are some other cloud hosts too like rackspace , storm cloud , gogrid etc,.. What budget you are planing .?

Thanks for the suggestions. I should have also mentioned that I need to be able to create custom server images. Gogrid looks like a good contender for my purposes. Does anyone have any advice about the relative ease of use and quality of service of amazon ec2 and gogrid? Any other services to recommend?
