From what i recall you must be a member for atleast 7 days with atleast 10post..
How ever it is in the rules so just check again and confirm.

I'm not a vBulletin guru but the board might need to cron before his privileges are updated?
Most of his (10) posts were made today. But if i recall they need to be "Non-Fluff" posts, So that could be why.

It does indeed run on a cron as suggested above so it won't happen immediately upon making the 10th post and crossing the 7th day. It could be a few hours before the change would take effect.
