please help in deciding VPS providers, availability, up-time and service
kindly help me decide between these VPS providers, if you have some other VPS provider in mind, you can mention that as well.
Right now we have limited budget and we need to test our site in semi-live environment, once the site is ready we will go for dedicated. VPS availability, up-time is important as many of our target audience will be checking the site.
Another important thing is that the site will be pushing the CPU(Heavy MySQL usage).

My first suggestion is to narrow the field down to just 3-4 MAX hosts. If you still have such a large list you haven't finished your research. Contact all the host with pre-sales questions, search the forums for reviews and user experiences, etc...

Everyone in this industry also deserve this, called uptime.
* forgot to mention, maybe you can take a look on CH Hosting.

agreed
narrow down your selections, then check the uptime reports since that is one of the most important things you are considering
in general that's a big concern
also, other things to think about, are you ok with reseller, specific data center locations etc

Realistically the combination of a limited budget and heavy resource usage is unlikely to work well with any provider. Some of the low-cost OpenVZ systems offer remarkable bang-per-buck but if you use all the available performance you'll be taking more than your share of the host machine. That can work if you only need it intermittently for short periods but not for prolonged use. If your usage starts to adversely affect the other VPSs on the same host machine the provider will have no choice but to stop you.
It's something to discuss with any potential provider - perhaps you'll get lucky, but if your system really needs a dedicated server I'd suggest you get one from the start.

@OP why dont you check out the offers forum and search for reviews from those providers and judge yourself? I don't think you will get any decent picture of the provider by making a poll here.

From that list I would recommend Burst.net and PhotonVPS.
From personal experience, check out HostDime/SurpassHosting.
But, definitely check out the VPS Offers section..

Why?
High powered Dual Nehalem Xeon Nodes with 24GB RAM
NetApp High performance storage array
Citrix XenServer!
Pretty much the only one using hardware along these lines.

There is no "best" provider. Everyone will have different opinions. Get your list down to 2-3 providers and then we can try to comment on them.
