Every single host recycles IPs. You don't just pull a new one out nowhere.

We take our abuse reports and network cleanliness very seriously. Our budget service do attract such bad clients, but we deal with them as per our AUP/TOS as we find them, or as they are reported to us, very quickly. We handle our AUP/TOS issues as well as, or better than, any competitor out there---don't misinform yourself. If you think EVERY provider does not have such clients signing up, you are incorrect!

It's true. I don't know of any provider who would give you 100% brand new IPs for every new client. If IPs were blacklisted prior to going under your ownership, you should let your provider know and I am sure they'll be able to assist you in resolving such issues.

Yea if you open a ticket with them they'll help you "clean" the IP.

But most hosts work very hard to not get their IPs black listed.

If you could provide more details of your needs (RAM, locations and other specifications) I'm sure we could be more of an assistance

Free? Our lowest vps is 6 dollars (usd). That's as close to free you're likely to find. I don't think anyone offers free vps as it's tough enough to make money on 6 dollar vps.
