Go for more RAM.
I would recommend something around 4-6 GB RAM.
Also its not really viable to have 100 VPS on one server.
But that will depend on the resource these VPS would use.

More Ram, and more disk space would be needed.
Do not oversell the server either.. (Don't load it with a bunch of clients that then will suffer once the server can't handle it)

It depends very very much on what you host, and how much space/power those sites need. What do you expect to be hosting?

RAM and Disc Space are of the essence. That many accounts on one server will slow it down tremendously. The server load will be maxed out. I don't recommend a hosting method such as the one you have proposed.
Cheers

For $100+ you can easily get a nice quad core 4GB RAM Dedicated. I wouldn't recommend getting a VPS with this budget unless you need a major Managed VPS, even a lower end Managed dedicated would be better though.

What processor did you have in mind that is 3.39 GHZ?
Is that a strict requirement or would a lower clock speed work as long as it's a powerful processor?
