I have a old reseller account and new dedicated server. I want to transfer the files from old reseller account to new dedicated server. What is the way to transfer the files directly with out download to local computer?

Sure. Login to your new dedicated then use a command like ftp client (lftp or ncftp) to login to your old reseller account and pull files over. Also if you are moving say from cPanel -> cPanel its worth looking into doing a backup and then download just that
