Who is the top Cloud (VPS) provider?
Who currently has the best scalable cloud offering so far? There aren't that many providers that offer this, so there have to be some that have their infrastructure better then the rest.

Amazon AWS is "probably" one of the top 3 leaders. With Google App Engine "probably" in the top 3 as well.
Rackspace has a great offering.
VPS.net has a top of the line API if your looking to resell.

I would say amazon rackspace and stormondemand if you consider storm as a vps seller...
vps.net is good for reselling but they have had some complaints this month like 3 pages worth from an attack of some sort so I am waiting for that situation to fix itself before I would mention them.

There is a newer one that I am trying to find for ya but cannot seem to find it at this moment, Don't get me wrong they are still one of the tops but it seems from past threads that a few exploitive customers are getting away with it for a large period of time before something is done about them.

The joys of client forums being public
Anyhow, these clients did not leave, we had a very bad week of DDoS attacks before we could beef up our DDoS mitigation infrastructure.
This made a rough week of no sleep for all of us.
These clients in this thread are all with VPS.NET. We maintain a very open line of communication, so a post may seem a bit more of a "end all" then it really is

RackSpace = excellent
Softlayer = Excellent
Amazon = thumbs down... Cheap hardware and oversold. Highly supported by lots of apps and companies but I'd recommend against it.
VPS.Net = Great - Good speeds, support, ease of use.

Used Amazon and SoftLayer. Both have their perks and uses for us. I would go with SoftLayer if you're looking for the best scalability and diversity. Amazon offers the most services for the cloud but SoftLayer offers so much more in the way of overall services. Their cloud is also much easier to recover from failure. Amazon requires more attention to manage.

Suggestion:
Break up "good" "bad" average" on the basis of:
1. Ease of use
2. Seamless "elasticity"
3. Flexibility of payment
4. Choice of images / platforms
