You can resell companies like VPSNet/rackspace cloud/softlayer cci at no cost. Just don't disclose that information. The nice thing about VPS.net is that they have a WHMCS module which will help you. Softlayer is the only company in that list that will be able to suffice the windows requirement.

Yes, these are important. Anonymous plus good support . It is important that the provider works closely with the reseller partner.
