I would not trust a company which is hosting their website in USA and offering servers in China.
Concerning your 'mailing service' that you want to run. I have not been limited till now in any company for this kind of business(bulk mails), don't matter where the server is located.

China is a very specific country with strange government. A lot of people do not prefer working with them. Because no one can guarantee you nothing.
