i need suggestion from you to promote my site and get high page rank from google. I use many of the SEO services and now my website has pr 4. And from last 1 year its stuck on that. Now i don't know what further step i do to get high page rank.

Pr 4 is pretty good, you probably just need to do what you have been doing. Get more backlinks and unique content should help.

to get high pr, you need to have good amount of daily visitors visiting your site, and you should have quality content on your site.

You need a certain number of high PR links from the pages themselves.It is not enough to create a profile in a site with PR8 on its main page. You do get some juice but because your profile has 0 your page rank wont increas.If you had a link from the site homepage(PR8), you would see a rise after the next PR update.
Try to find blog posts with PR higher than 4 that allows comments including dofollow links.It is not easy to find but they are aout there.

I don't know if you tried article marketing. If you didn't then try it, if you did keep on writing high quality articles related to your website topic and submit them to reputable article directories as Ezine articles (you may consider hiring a professional copywriter for this purpose)
