    not less than 1 GB ram
    support sql server and my sql

    budget: -/+ 45$

    location: is not important

    Should be doable - you have a decent budget for your requirement. With regards to virtualization technology I'd recommend Hyper-V based VPS'.

    but are you know what the significant different between Express Edition and another Editions? (maximum database size, number of users .... any different)

    There are no limitations on Express except the database size (max 4 GB). Other limitations on Express (addressable RAM, CPU usage) won't affect your usage. Its a great choice and one we recommend over using the host shared MSSQL.
