If you choose to go with KVM you get a fixed RAM + swap. One of the benefits — KVM technology may assure you that there is no overselling and no RAM conflict with other virtual servers on the host machine (you will not suffer if someone goes over his limit). We do also have linux-vserver and openvz where the term "burstable" may be applied (prices for unix VPSs are the same).

Thank you for your prompt answer. Let's say that I opt for an openvz server, what would be the maximum burstable RAM? Do you actually limit it in order to prevent abuse?

With openvz we only monitor RAM consumption and deal with abusers if there are any. One of the numerous reasons why we are now switching to KVM is to provide our customers with better user experience —*it offers a dedicated-server like isolation. Even potential problems at the weakest place — I/O can be *avoided by connecting a dedicated hard drive to a VPS that extensively reads/writes to a file sytem.
