Because video encoding with ffmpeg is pretty parallel it can easily saturate your server. Perhaps one approach is to restrict the number and CPU/IO time associated with ffmpeg so multiple job spikes don't soak up all your processing power?
Currently im using gia-international , the server is fine , i storage there 1TB of files , but every time that the ffmpeg runs you cant surf on the site (I already gave to the ffmpeg "nice -n 19") but still , when the ffmpeg runs it use 1 core - 100% , second core 50% , and the site is slow , i cant understand why , but that is what going on.
How much was the corei7? and i dont think you will be able to find a dedicated with specs above your current config for 40-50 euro where do you currently have your dedicated?
I think he wants to add another server to his setup. So his users/site would be located on one server and the videos on the other.
I honestly think a large VPS, a Dual Atom, or to be on the safe side a Core2Duo, would be able to handle the traffic without an issue.

Wait wait , before i`ll buy anything , the CPUlimit software is able to lock ths FFMPEG to 2 cores and the web server (Apache , my sql , phpmyadmin) for 2 cores ? (i got 4 real cores and 4 more that are on HT).
Is that possible ? maybe i`ll save few $ every month
