    If it is php and mysql based you should easily be able to run one on any plan.

    I think its more about how many users will be online at the same time. The amount of posts shouldn't be a problem

    Unless you have a few 1000 hits at a time then shared hosting would be fine. But when you start getting traffic like that then by the you should have some kind of ads or something on your site generating some cash flow to pay for vps or dedicated server and who knows. Maybe a little extra in your pocket.

    Yes and it can be compounded by poor plugins and a lack of any type of caching.

    Sure it can but after a while your host may get annoyed with your cpu usage and decide to move you to a higher plan.

    depends on traffice ,you can go initially with shared but when your traffic increased you can jump to VPS

    This is not necessarily true if your forum is configured properly (no persistent connection, etc) it also depends on how much content you will deliver in term of banner advertising scripts. If you have photo or video post forums, many factors in play. Do check the TOS or ask about their resource usage limits--a small host with slow servers will have far more restrictions on CPU & database.
    But with a good quality forum (for "paid" we recommend Fusion, many people like VB it's the most populatr--for free we recommend SMF although many people like phpBB in both cases our recommendations are more "server friendly" when properly configured--thus our recommendation)

    But forums re not really that demanding IF properly configured and a good shared host can handle them until you get REALLY big. We have numerous forums with members is the low thousands and around 100 users at a time max that use very little resources-they could handle twice what they use.
    But when your forum gets to this size (WHT) you have to have dedicated servers, in between there is VPS however it all depends on the VPS you get. Today VPS is a "hot" item and many people are offering VPS that runs on freeware at low prices but with low minimum guaranteed resources. You want a host with Virtuozzo including their power panel and BIG servers with high minimum resources for consistent performance or you can be worse off than top-end shared.

    If you are starting I would definitely suggest shared to see if you can build an audience and depending on your budget a free one like SMF (they have version 2 in Beta release right now)
    All the paid forums have import scripts to import your posts & users from the free forums if you get big enough to need the features paid forums offer.
    But many forums don't grow as expected-some grow more...so with shared & free you have a low investment to start with and if you hit the jackpot you can pick your expansion path then.
