You should check the offers section . . . there are a bunch of hosts who are right in your price range with the resources that you need.
Ask me about CloudCentrum (coming soon) -- The complete, turn-key cloud software solution

You may want to up your buget a bit if you want a stable provider, as windows licensing is what bumps up the price.

If it was a Linux VPS your going for its well within budget.
Windows how ever has licensing cost and also control panels are most costly.
I would say the minimum your going to be looking about $30-40

You need a VPS to run quickbooks? Why not get a cheap VPS to host the files, but then their management team setup an network file system so you can connect to the files.

I'm sure you have Quickbooks on your computer right? This way you wouldn't need that much RAM or need Windows. Unless you have other reasoning?

Remember that in the VPS market, you get what you pay for. In theory, a $40 company will give you more than a $20, while comparing plans with the same resources.
