    UK-based VPS for VPN

Any suggestions, I'm just going to use it for VPN, nothing else, so the lowest-end VPS will suit I should think. Needs to be UK-based and reliable and able to install OpenVPN on.

Have you looked at VPS.net? They have a UK cloud and i also read a tutorial on their forums regarding setting up a VPN connection, they even have a ready to go template, but i am not sure if it is openVPN...

Don't know about others, but delimiter.us doesn't say anything about not running a VPN. Their mentality when it comes to these sort of things seems to be do whatever you like with the server - it's yours - just so long as you're not doing anything illegal/massively abusing system resources.

Not many VPS provider explicitly prohibit VPNs in their Terms of Use/Service. As long as your not using it to do anything illegal, I don't think you will have a problem.

I have a very low-end VPS with xenSmart.co.uk that I use as my UK based VPN (running OpenVPN). I would give them a try, they are very affordable.

VPN on a VPS shouldn't be a problem at all - the only issue might be monthly transfer.

Is it going to be a Private VPN or a public service? Whats the budget and IP requirements?

There are plenty of VPS providers in the UK who allow VPN's.

Just make sure they support Tun/Tap.

Xen VPS's generally have support out of the box unless they have some strange setup, most OpenVZ hosts will enable it for you on request.
