Any IP address can be delisted I'm certain. But that is the task for the web hosting company not for you as the customer
The company in question can request to be un-blacklisted, Usually though it costs an arm and a leg and this fee is usually charged to the customer who got it blacklisted in the first place.
Whether they pay it or not is another matter all on it's own!
