Do you mean you want to know how to make a vps that can be accessed remotely? Or to access a vps you already have remotely?

For using vnc viewer you'll need a vps that has a vncserver installed and a vnc server active.

it should ask you to set a password when you first launch vncserver, i believe vncpasswd would change it.

My advice: DO NOT use VNC. It's very slow, and even extremely slow compared to other solutions. If you are using windows, use rdesktop (remote desktop server is available in all server version of Windows, there's rdesktop in linux as client, and remote desktop in all Windows clients). If you are using Linux, use NX (and preferably FreeNX, that is fully available in Ubuntu, or backported to Debian Stable in our repositories).

I hate the English word "free". Sure, NX from nomachine is "free as free beer", but it's not free as freedom. DO NOT use that one, it's limited in the number of connections (2 at a time), and it's not free as the way we see it in Debian. Use the one from Ubuntu as I told you, or the one that is in our repository (GPLHost) that I backported. There must be a version for CentOS available as well.

Is there a way to run RDP over a secure connection without using a VPN?

As much as I know, RDP has encryption. The rdesktop man page in Linux is quite clear about it:

PHP Code:
-e     Disable encryption.  This option is only needed (and will only work) if you have a French version of NT TSE.

-
E     Disable  encryption  from  client  to  server.  This sends an encrypted login packetbut everything after this is unencrypted (including interactive logins).
