Some background information: I have a VPS with FDCservers for around 2 years but lately the reliability of the server is getting horrible and contacting their support department is like playing Russian roulette.
Over the last 4 weeks, the power supply of the node has went down, HDD has died etc...
Each time I contact support, the general tech support stuff would want me to reinstall the OS unless I escalate the issue up to the VDS admin and it's only when the VDS admin is involved is a non-reinstall solution employed.
As of this message, my server has went down for around 22hrs and the VDS admin will only be coming into their office 12hrs or so later as he isn't working on Monday and Tuesday.
This is getting incredibly irritating as I've lost a lot of mail/visitors/whatnot and I'm sick of being constantly told to reinstall the OS when the fault obviously lie somewhere else.
Now that I've gotten that out of my system, this is what I'm looking for:
At least 2 dedicated IPs
A control panel
Around US$80-90/month max. Reliable Support
I don't think I've ever seen Windows VPS prices that high. $95 for 512 MB RAM? 50 GB transfer. Sure its not Malaysian based?

Your budget/requirements seems to be fairly balanced and you should be able to find one within $60/mon. If you want a non-oversold solution with dedicated RAM and higher level of isolation, I'd recommend Hyper-V based solution over Virtuozzo.

With that budget you shouldn't have any problem getting a windows VPS with what you're looking for. I would check out http://www.rockvps.com. I hear a lot of good things about them for Windows VPS and others for that matter. I think they are on this site quite a bit also.
