Can you list the steps your doing to reproduce this error; because you can actually transfer accounts a couple of ways.

Are you able to ssh from the transfer-in box to the transfer box using the username your trying to utilize?
That's the first thing to test.

If you have root access to the servers , try using a shell script involving the pkgacct script

From the command prompt you can transfer accounts as follows
# /scripts/pkgacct <username> (run this command on the source server)
# scp /home/cpmove-username.tar.gz xxx.xx.xx.x(IP):/home/
# /scripts/restorepkg <username> (run this on the destination server)

Change the release of cPanel in /etc/cpupdate.conf from to a different one then you're currently using and run a upcp --force in the destination and source server.
Else you can also migrate the accounts manually using the scripts,
/scripts/pkgaccnt and /scripts/restorepkg and manually transferring the tar archives.
