I'm not aware of any dedicated server providers in the UK who offer that kind of configuration by default, so you would need to contact their sales dept's to see what they can do.

    I would reccomend contacting www.poundhost.co.uk

From my experience UKDedicated is the best dedicated server provider in the uk (Probably fair to note I haven't tried that many providers), their site however does not show a config that will match what you want.
I would also suggest contacting them and see if you can get a quote for a server in global switch 1, this would give you fantastic network stability and latency.
    Kind Regards

+1 for UKDedicated, haven't used them myself but heard alot of good about them. If were you i would contact a couple of companies and ask if they can fix what you want. By doing this you'll see what the price range is for your configuration, when that is done search here on WHT for the companies you contacted to see if there is any reviews. When that is done it's time to make a decision!

A lot of budget providers will either not offer this or struggle too.

There are a fair few who offer similar type setups, do you have a budget per server ?

This would require a high end server like HP DL380 or the Dell equivalent.
Latency to where? Where is your VOIP audience and termination point?

coreix.net offer dual xeon quadcore servers with 8GB or 16GB ram as standard.
you'd need to contact them regarding anything else though.

Are you looking for managed or unmanaged servers ? Do you have any planned budget for this requirement ?
