Dallas cops fine drivers for 'not speaking English'

it was revealed that his officers had fined 38 drivers for the novel offence of having an inadequate command of the English language.
The Houston Chronicle notes that "latinos" make up 44 per cent of Dallas's million-plus inhabitants,

When I am driving I often think to myself: "gosh I hope I know enough English to drive this car."
Now I would like to see an IQ test administered and fines handed out to drivers, cause when I am driving there sure seems to be a quite a few dumb4$$'s on the road. - jk

I haven't read the article yet but personally if you're here in America and driving (as a resident) you should at least be able to speak decent english.

it's pretty much a requirement to live in this country to know at least some sort of English. Seeing as they're a boarder state though, you'd think they carry translators on them so they can translate / communicate with each other.
Nothing here right now.

How about:
if you're here in America and driving (as a resident) you should at least be able to speak decent American
or how about:
if you're here in America and are a servant of the people, you should at least be able to speak some of the language used by more than 40% of your population !_____________________________________________________________

WEll... They passed the driving test both written and road. As fas as I know the written is in English only.(if the written is in spanish then we can't have a reasonable expectation of them speaking or reading English now can we?)
While I agree you should be able to understand and read English to the limit of the task at hand. Like stop, pedXing, Yield,Speed limit 55, etc.. Speaking english isnt really a requirment.
I grew up in the Restaurant Industry and it was funny how many guys didn't habla Englese until I said.. "You understand no check on Friday?" Oh yes I now understand English Chef. But I too adapted and speak Spanish well enoguh to get my job done which was getting them to do thiers.
EDIT.. My grandparents were from Italy, Straight off the boat and never spoke a word of English till the day they died. However I don't really speak Italian either although if Grandma yelled at me I knew exactly what she was saying..My IP >> 127.0.0.1 Hack Away!!
