So, the question is, who are you attempting to exploit?
You should really be using the 'password reset' function
If it is infact your account, submit a ticket with WHMCS as I'm sure they can help you better and much quicker.
Yes, if you are still locked out, just ask your friend at different IP to fill the "Forgot Password" form with your admin email. You will be receiving the mail with details. The IP ban is for 15 minutes in WHMCS if you did not edit this setting.
Sounds funny. Why don't you hit the password recovery link? Unless it's not your admin account?
I did this a long time ago I went made a phpBB board made an admin account took that pw in mysql moved it to the WHMCS mysql admin account!
Or maybe you could delete the mysql admin setting for password but make sure you save it just in case!
If you contact WHMCS they would have to login to do it and if they don't have an account they can't they would prob ask for cpanel info to do some mysql searching!

You can reinstall whmcs, keeping the database, but deleting the admin table inside it. I did this and it worked i just created a new password on installation. And it just recreated that table in the database, all you clients will still be there.
This is abit risky btw
Just so people know for future, that worked great
