Hiring Joomla (Or CMS of your choice) developer

I need to hire a Joomla developer (OR another CMS if you are confident that it can do everything listed below) to build a site essentially from the ground up. A design has already been completed. Basically you will need to first integrate the design into the CMS, and then build out the site with the following sections:

Shopping Cart (Very simple, one page cart)
    Photo Gallery
    Contact Form
    Forum
Blog (Possibly use a news system and just file things in a blog category?)
    News
    Articles
    Reviews
Ability for users to submit stories (Moderated)
    Misc. Text-only pages

This is a client website, that unfortunately, I simply don't have time for right now. The News, Blog, Articles, and Reviews are all going to be in article format, posted solely by the website owner. The ability for users to write articles, reviews, etc... is not needed, save for the ability for them to SUBMIT those items for moderation.

I need to get this project going ASAP, so please let me know via this thread what CMS you intend to use, your expected turn-around time (Hard to estimate this, I know), and your expected price.

I am hoping to choose someone for this by the beginning of next week, so don't waste any time.

If you have any questions, please ask them publicly here and I will answer them.

    Thank you

Has the design been created and ready for Joomla, or is the created design something that was done in Photoshop that you need sliced and made into a Joomla template?
Design is already sliced and HTML/CSS/Imagified. It does need adapted to use in Joomla, though.

HTML to joomla template will only take few hours (3-5 hours) max.
Joomla setup with additional extensions (virtuemart, etc) and content structure (menu set, section/categories, etc) would takes another day. I would say 2-3 days is reasonable timeframe.

Let me know if you're interested to hire me and we an discuss further details. No upfront/down payment needed as I work in my development server. Cost approx. no more than $150.

    Boss,

i would like to use joomla for the above listed requirements.

So we have to do following things

1)re skin joomla with ur design
2)Shopping Cart [ can we use joomla shopping cart component?]
3)Hope we can use joomla componets for all the other requirements u listed.
Though u might need some slight changes in the working of joomla components .

My estimate is, it will take 20 days and my
