Hyper-V is a good choice. Virtuozzo is also worth a look for the budget market.

Hyper-V isnt a panel, nor is VMWare, they are virtualization methods.
Panels would be: DotNetPanel, Plesk, Helm, etc

Exactly - Hyper-V / Virtuozzo / XEN are actually virtualization technologies and there are web based control panels available for managing VPS's.
Coming back to OP's query, we are using Hyper-V and it has worked quite decently. Also it provides better level of isolation and more of a hardware level virtualization with guaranteed RAM. At the moment, I believe the management of Hyper-V based VPS's is only supported by DotNetPanel while you can obviously manage them from Hyper-V manager on host server.

My personal vote would go to Hyper-V... I've used it in the past and it is definitely a great platform to build an infrastructure with.

I agree hyper-v might be a bit costy if you are in a low budget but it is a good choice though over vmware, in my opinion.
