I want to start my blog farm(many blogs linking to eachother) so I need a VPS.
I was thinking about a VPS with at least 748Ram and 20GB disk space and at least 200GB data traffic.
The VPS must be full managed with top nitch support via live chat or email.
Speed must be perfect,worldwide.
At least 4 IP's or more,or available for less then $2,50 per month.
The VPS provider must have his own hardware and tech staff 24/7/365.
My budget will be around $40 per month.
If you have any recommendations,please let me know.

cpanel = 14 $/month (assumption)
ram 748 mb no idea but lets say 10$/month
hd 20gb lets say 10$/month
support 24/7/365 can be anything
so either increase budget or reduce some expectations as wiredtree can fit your need or servercomplete (for semi managed)
Not going to find a host with "perfect" wordwide speed (and not at your budget).
Like others have said, based on what you're asking for you should check out the offers section and research anyone that catches your eye. None of the hosts I would recommend would fit your needs to your budget so you would neet to increase your budget.
As Nnyan said, great speed around the world is obviously going to be tough. You can check the network mix that your provider uses to see if it includes strong providers to say Europe (e.g. Telia) or Asia (e.g. NTT, PCCW) which would help but still that's not going to guarantee anything Alternatively if you're not using much BW you could try a content-delivery service (CDN) to handle your images and static files for instance which could potentially be a big improvement, but does require a little bit of effort and cost.
You really should drop by the offer section forum, so you could have an idea more or less on the usual cost. But you must remember that you get what you pay for. If your budget is too low then you could expect a lesser quality in service. Not all the time though..
