    Yes 'thefandango' has got it spot on I think. It's all about the AUTHORITY of the website, of course relevancy helps but a irrelevant authoritative website will surely count more highly than relevant un-authoritative website.

    I have heard that government and university backlinks carry a lot of weight. You can make your links relevant by using keyword targeted anchor text.

    I think Google PR is still an important factor in judging if a backlink is quality or not. Another factor is if such backlinks are dofollow or not. Of course, keywords in anchor text and niche relative might be also weighted.

    Quality backlinks are determined based on relevance to the site as well as PR. If the site you are dropping links on has a very promising PR, and related to your website's niche, then this can be considered as quality backlinking.
