VPS in Europe
May introduce me some providers for linux VPS (Xen based or Virtuozzo) in Europe ?

Xen or Virtuozzo/openVZ? These are different virtualisation-technologies.
You need to post some specifications, otherwise it´s hard to give you any advice.
Eurovps, I've been extremely happy with them for years and they're based in europe.
When considering to use a Europe based web host there are a few things to keep in mind - the country where the company is based, the data center and network, the support (do they provide english language support), the phone support (national number of the European country or U.S. number). Of course all other things such as virtualization technology, control panel, other software applications, RAM, space/bandwidth, your budget, etc. quotas are also important and you'd better be more specific in order to get better advice.
VPS.Net has data center in UK.
I've been with them for a two months and they were great so far.

our budget is 10$ up to 15$.
My preference is Xen based technology.
You probably won't get anything under 20$.

I have checked out clustered.net's VPS plans, but minimum plan (vps50) was more than our needs and expensive for my purpose.

yes,256mb for ram is enough.I need this VPS for only 2 websites(php programmed).

Both should be available with your budget, and you likely don't need 256MB unless you are also planning on running a database server.
I would recommend VZ based servers if you want the highest performance and Xen based servers if you need maximum flexibility (custom kernels etc).
What country are you looking for, and what language do you need support in?
