Is 30TB of bandwidth you've provided what you are actually in need of? The reason I ask is because if I haven't seen any provider who can provide more than 4TB bw. The bandwidth is not free for providers. Although some hosts have unmetered server on 10mb port for about $200/month, and 100mb port for $1500/month.
Does it also have to be in USA or doesn't it matter?

To say the true I believe that you won't be able to find a server with 8Gb of Ram+30Tb of bandwidth on 100Mbps port for 300$ per month.
So I believe you need to increase your budget.
Also try to make some search via WHT, for sure you will see some offers for the server specification you need.
They say you are allowed 50 Mbit at peak hours, and 300 mbit at off-peak hours. Which can result in 100 mbit on average, which is 30 TB.
I believe that's the best you can get for that budget.

I agree with CaroNetTanya. It will be hard to find 100mbps port for that budget. It's basically mission impossible
There is a lot of providers who can offer you quality 100mbps link, but you have to increase you budget. Anyway, do not go with some chap unmetered 100mbps link offers, be sure it's not good solution for you.

what is the nature of your site?
are you actually pulling 30TB/month nowdays?
you better off getting a Good metered bandwidth server, and pay only for extra bandwidth if needed, more traffic usualy means more income from the site, so you could cover the costs with ease.
