How big is your website? Does it have lots of images or other large files? Generally you will have faster web page loads with a host that is closer to you or your target audience. If your website is very small, you shouldn't notice too much of a difference, but if it is reasonably large, you're best getting a host that has servers closer to where you are, rather than the US, though for that you will sacrifice selection and lower prices.
It took 1.11 seconds before the server even began serving my request which is ... a very long time because most servers at a quality provider would have your entire page served up in that amount of time... And that was testing on a 10megabit connection in the middle of the United States...
Well from here in North America, your website still loads quite slow, and since it doesnt seem to be that large, I can only assume it is your web host. Try contacting them about it and see if they can find you a solution.
It should load quickly as from the stats below shows it is not that much a busy forum. Most users ever online was 9 at a time. Contact the host as ItsJustHosting said and tell them know about the slow loading problems.
I've got the PHP portion at about 500ms. I've checked a few other forums running phpbb that are 200-500ms as well. The fact ixwebhosting.com is slow for you as well tells me it's probably more a routing issue.
What is tricky about China is routing. I've seen constant problems with routes causing massive headaches. You'd think Seattle be faster than say Washington DC but that's not the case out of SoftLayer right now. There are issues in China causing high latency so really out of anyones control. Can say the same thing about lots of other locations of other providers where at random they become super slow for users in China. It really feels like you cannot win.

Jeffgnf, I would personally recommend asking some of your Chinese clients to "ping" various web host test IPs to check the likely bandwidth/latency that way. That way you would know what your own end-clients would likely experience in terms of bandwidth and latency.

Frankly their services are really good! If there is a way to solve the slow page load problem, I will stay with them for ever.
