Script/ways to edit Max Bandwidth per user?

Hey guys I have a dedicated server and according to the graph from the provider, I'm using constantly 200mbps. I want to ask if it is possible limit it to like 100mbps? I wanted to do it through the 'control panel' way where I can change the value as and when I find it necessary.

I.e. this site, or maybe this script has the function
Max Bandwidth : 90 Kbps. Everyday I see the owner changing the Max BW value

what could you be hosting that is using a consistent 200mbps? Do you even have the hardware in the server to pull a consistent 200mbps?
