If you are on linux, you may need to load the kernel modules/tools for vlan tagging. These are sometimes specific to your distro.
If you are on Windows, you need to install your network card's manufacturers utilities to set it up. With my Dell systems, I have to install the Broadcom utility to be able to do nic teaming or vlan tagging.
Some NICs simply do not support VLAN tagging either.
