I think your price range is just too low for top rated 24/7 (managed?) support 1GB with Cpanel (forget the WHMCS/Clientexec). The Cpanel costs are around $10 and an extra $5-10 for your billing script.
Quality support costs money, if you want quality support and those specs with a well established host with a great rep you're going to have to increase your budget.
@24shells it's in his subject, $40.
It is in the thread title -- $40/month

Beat you again Daniel! = P
You'll most likely need to increase your budget if you're looking for a decent non-oversold VPS. Primarily what is out of your budget is your memory needs (1GB ram). cPanel/WHM licensing fee is also significant in the price, so it probably runs you $70-80/mo for a reputable host.
Best of luck in your VPS search.
For this price you maybe get an unmanaged VPS with cPanel and if you are very lucky they include Fantastico. Just calculate yourself:
RV Skin 2$
so there is only $20 left for the VPS, so you can only get an unmanaged VPS at that price.
Increase the budget to $60/mth before CPanel and you'll have no problems finding a top notch host that can meet those requirements.
I am sure you can get all they from Futurehosting.com if you reduce the amount of hard Disk.

You will need up You budget
Cpanel cost 10 to 15$ Fantastico 3 to 4$
Billing script and Fantastico is just an addon IF possible .
You probably won't find a reliable managed VPS provider on that budget.
If you're able to manage the VPS yourself you'll find plenty of unmanaged offers in the VPS offers forum.
Any good reviews about VPSright?
Their price seems good
If you could just ad $30 more, you can have a VPS1024 from Wiredtree. Chech their thread on the VPS section, they have a coupon that will give you a 50% discount on the first 2 months and will give you a 20% discount on the entire life of your plan. support is really great and fast. (I got myself a VPS1024 2 months ago)

also, you may want to look at Futurehosting. they have a special in the offers section here in WHT. their Titanium Plan costs $50 with 2048MB RAM. plus 1300GB Bandwidth. (I also got one=D).
