I'm looking for a host under $5/m (can prepay 3m if needed)
DA or a custom panel is preferred (I'm fine with only SSH access and nothing else too!), absolutely no cPanel. I'd go with FreeBSD over CentOS also.
Good support when needed - no canned answers or very obviously clueless support.
Downtime is acceptable, just don't lie about it.
- Disk <500MB
- BW <10GB - a lot of it is just offloaded to a CDN
- No dumb limits on stuff like email accounts, FTP accounts, or domains hosted
- SFTP/SCP/SSH access - proper access with compilers, wget, curl etc
- Proper DNS modification access - being able to add A/AAAA at the very least

I don't miss payments, submit lots of and/or dumb tickets, get any abuse reports/etc or pay late. Not much usage in terms of CPU or disk i/o too.
The only DA host I can think of that fits all of your requirements is also out of your budget - precisioneffect. They run about 8 bucks a month for 750mb of disk space but hey..you get what you pay for.
From when I last used cP, you couldn't modify your DNS records like A/AAAA/PTR etc - I don't remember even being able to add an A record, which is rather basic.
All valid points but to be honest I think a vast majority of people would get themselves in trouble if they had access to DNS zone files (a vast majority only have a vague understanding of how DNS works to begin with, much less the knowledge to modify a DNS zone without causing some issues)
There are of course those out there that do know what they are doing (but still use cPanel) so don't anybody take offense!
I was just curious if you had legitimate reasons and what they were and your reasons sound very legitimate to you
I can't think of any good DirectAdmin hosts, the one I probably would have suggested was recently sold and has had numerous negative threads since but I'll keep my eyes open for you
Ah okay. Well try contacting a few VPS providers, you might be able to get yourself a good deal. Most providers can get VPS DA licenses for $5

Jailed SSH is SSH that only allows you access to your home folder and you are only able to execute a few applications. You would most likely be able to use wget but other then that i'm not sure what else you can do.
