I think a VPS would be just fine for your needs, I don't see why you would need a dedicated at this point. I'd recommend a managed host. You can take a look at both WiredTree, and LiquidWeb. They are both very solid providers, and well respected here, but are at the top of your price range.

Well, you can get a ATOM dedicated server for less than $50 or you could get a VPS on Dual Quad Xeon which is faster than that ATOM for less than $50 too. In fact, for starting our reselling your resources, I would advice you to start with VPS. Just make sure your host does not oversell their VPS containers though.
Chris, I signed on with KnownHost about a month ago, and I was about as new as they come. They even had to show me some of the inner details of using CPanel, but their service has been great and they've been very patient with me to get me up and running. I think their prices are reasonable. I've found, in just like buying many other things, that cheapest isn't always the best and worth the additional headaches. Anyway, just my two cents for you to consider...
A VPS should do quite well for your need since you're starting out and should give you some experience to be able to tackle the dedicated server later on when you outgrow it. With that being said, do check out the VPS offers forum as there are some nice offers there. One recommendation I would have is Fazewire since he's great with supporting and sets them up fast.

Definitely check VPS offers forum. Managed + cPanel + 512 ram will probably run you $35-50 for a reputable host.
A real managed VPS will cost you what a real managed dedicated server would cost, fractioned out based on percentage of server + overhead for management of an individual system. Real, fully managed systems start at $400-$600 and up.. a $35-$50 VPS will likely get you reactive management, nothing more

A VPS is fine to start, as essentially, when done right, is it the same as a dedicated server. Just make sure you are getting dedicated CPU and RAM allocations so that you are not exposed to the same overallocation risks found in shared hosting. This also ensures you get real separation and a real instance, vs a pseudo instance some VPS technology creates...
As for budget, it really depends on what sort of management you are after... you can get a "managed server" in some cases for under $100... the real managed server providers tend to price out in the $400 and up price range (proactive management, proactive monitoring, backups, etc...)
It is unlike you will find a truly managed VPS for less then $100. Now, if you are willing to compromise on some management services, you can certainly find a good provider for the $30-$50 range as others have indicated..
Round about $50 per month is the "premium" VPS range, stuff $30 and below is just entry level and mostly oversold.
Unless you're absolutely clueless about managing a VPS, don't get a managed service. Find a VPS company that offers basic support/advice for free and a reasonable fee other managed tasks. That way you'll save your monthly fee.
