Your help required?
I am looking for a dedicated server withing EU so i can setup vps machines.
I am after a Quad core, 8 gb of ram around 5gb monthly bandwidth
budget between $130 - $180 month
Any suggestion will be welcome

Have you checked the offer section of the forum? Shouldn't be any problem to find what your are looking for. A good start could be to look at OVH, they have some plans that would fit your needs.
Just to make it clear, i guess it's a typo, but you would need more than 5GB of traffic to host a VPS service

That's no budget for a server you want to use for VPS.

For unmanaged server this would be quite possible though. Even on brand hardware. Check http://www.serverloft.com/ ; note that it will be a truly UNMANAGED service; they dont deliver any help in configuring your server; only in case of hardware problems.
And there are even cheaper offers around. Although i can vouch for the quality.

Check out Kualo.com they are very familiar with exactly what you are looking to do. Ask for Craig he is a great guy, runs a nice network, and cares about his clients.

You can likely find many servers capable of supporting a few VPS' within your budget. Though, if you plan to have any longevity, back-ups and redundancy are a must for your clientele.
We understand that you have a budget, so absolute best of luck in the beginning. Just consider your clients as well. You will not want to get a bad reputation early in biz. (At least have some back up solutions).
Kualo is a cloud provider. I do not know much of them, though, a decent provider should be able to provide you with the redundancy that you require to run a quality VPS service. They should have the ability to perform back-ups, restores, redundancy (power, DC's, etc), and Failover (also redundancy).
Otherwise you are looking at least two servers, a fail-over solution (HTTP) (heartbeat w. drbd), and possible upgrades from your provider such as IP pooling.

For budget of that size, I would recommend netdirekt.de.
Their service is really unmanaged, hardware and network only are their concerns, but I don't think you can expect fully managed service with budget of that size and those hardware requirements.
They have great network and hardware btw, been using them for 1+ year and don't plan to leave.

Payton Designs as for our billing system i can assure you that is not and we don't need a nulled version.
I can post here our license keys if its necessary.
We actually have licenses for AWBS and WHM Autopilot so why would we need a nulled version of WHMCS
