Where to go for Shell Hosting (irc, eggdrop)

Do you guys know where i should go for my dedicated server ?
I need a place that will count only OUTGOING bandwitdh =D

www.dedipower.com did allow IRC services, not sure if they still do.

If you go directly with Hurricane Electric (www.he.net), they only calculate outgoing bandwidth. They also have a server linked on EFnet.
