Your best bet is to check the advertising forums, take a look at a few hosts, find a few that have prices you like and then come back to this forum and search for reviews on them.
What size VPSs do you plan on running? Different sizes?

We'll definitely need a bit more info on what you need to accomplish. For example, do you need the server managed? What location do you prefer?
for $250 per month you probably will be able to get dual or quad xeon with up to 8 Gb RAM and RAIDED 500 GB drive with 3 - 10 Mb/s bandwidth.
Depending on the load that server probably will be able to host 20+ vmware VPS servers

Double optimized - AS36820) network, best for live streaming/VoIP/gaming
The best quality network - AS7219
I suggest taking a look at Softlayer servers, and ask for a custom quote. With $250 a month you can get a decent size server.
For that budget you can do a startup, but over time you will need a bigger budget to get a decent server.
Agreed but I understand starting small. No sense in over-buying before you have an established customer base.
