It's going to be near impossible to find free management services unless it comes with your server/VPS. I would recommend PlatinumServerManagement.com or even SupportSages.com. I've had positive experiences with both and both are quite inexpensive for VPS management.
Alternatively, you could just get a fully managed VPS so you don't need to look for any external management services.

I would strongly suggest installing your virtualization platform of choice by hand, i.e. OpenVZ or Xen, and get to know it inside out. Then you can go ahead and install a control panel to make management a bit easier.
There have been too many cases lately of people starting up VPS companies, and then when something goes wrong, since they cant fix it via their VPS control panel, they are stuffed.
VPS control panels/management systems are great to make management easier and to save time, but dont rely on them 100% as from time to time you WILL need to get your hands dirty and fix problems manually.
If you are going with OpenVZ then I would reccomend SolusVM.
