Never seen anyone accepting Liberty reserve as payment method on WHT
Other than that your Bandwidth looks to be high for the budget.

Yep, not many people accept that as a payment, mostly MoneyBookers or PayPal.

This is the closest in terms of cost that I can think off the top of my head >> http://ubhosting.net/vps.html

Your specs look quite reasonable but your budget needs to be better. $9/m is not going to get you much in a VPS.

I hope you thought twice before ordering such an cheap VPS, as to me it seems to be more reasonable buying an reseller at that price. Because you might get the hardware for that price but the hardware does not matter if there is no support to help you when you need it the most. In my opinion a VPS has to cost at least 20$ (just compare it with the hardware prices yourself to calculate how much an VPS reseller can spend on support).

he is not looking for webhosting , reseller is not for him,
he is after a VPS server for VPN to tunnel his internet connection via a offshore IP address.

If you really don't want to spend more than your initial budget, you should expect that its gonna be hard for you to find one with excellent service or even just a good one.. in my opinion. But it wouldn't hurt to keep looking around.

He's clearly going to use this VPS for a VPN tunnel -> scamming, who elses uses LibertyReserve...

    I think so too.
But I wonder what he needs 1000GB of bw for?
