Have you checked the offers forum? You could also try quote places like HostVoice or HostQuote.

Perhaps KnownHost, they are in California. Though they are managed VPS's, what was your budget?

Yes, there are many of great offers on the offers forum. You should definitely try that. I've done quite a lot of business through the offers forum in WHT. Just great deals!

Personally by looking at his requirements at this point a VPS would not be recommended. Though I have personally used KnownHost and Jennifer and her crew are Amazing and very quick to respond

Depending on the size of his forum vBulletin can be demanding at times.

his requirement's aren't close to VPS levels but vBulletin forums can use up a lot of resources and sometimes they need to be able to set their own limits (coming from experience) so a VPS may not be a bad idea if your forum is well established.

It just depends on where he sees the site going in the future. If the aim is small and staying small, then Shared would be fine. But if there are any plans for growth and traffic, VPS may be a good choice to avoid migrating it later. Generally speaking you can upgrade your VPS on the fly. As opposed to starting with 'shared' migrating to VPS and in the future migrating to 'dedicated.' It eliminates an extra jump when performance comes in to play.

Exactly, I think we should see what further requirements come in to play...

apthost.com appears using The Planet, not in the west coast. With customers in Vietnam, try to look for some one who has NTT/Verio, PCCW in the mix. Most ISPs in Vietnam use those vendors.

As others have said, try looking in the shared offers forum. Make sure you have a realistic budget set (to not go for the cheapest you see), although your needs are not of too much.

Try to find out opinions of them from WHT and to do searches for them on here.

Good luck in finding your new host.

Here are a few shared hosts with servers in the West Coast:

    powermonster.net
    gcwebhosting.com
    steadcom.com
    geekstorage.com
backycorp.com (they have Asian servers too)

PowerMonster and GCWebhosting pride themselves in their undersold shared hosting services and have very fast response times to support tickets.
