Ah - in which case one of your virtual machines is probably thrashing (using the swap space too much). I'd allocate more RAM to your virtual machines to see whether this allows things to run more smoothly.

because im now check vps im provide 256 MB RAM
memory usage : 300 MB... !!! so now using swap?
now what i do now ?
need upgrade ram of server?
or how i can disable SWAP usage in each windows vps...
