Is it ok for run "Initial Quota Setup"?

It is not advisable to go ahead. Why would you use a 2.6.18 kernel? The latest is 2.6.30, I would recommend you to use the latest stable kernel version, whenever possible. 2.6.18 does support quota. But here it seems that your kernel is a custom build.
