Advise VPS. Already searched in offer section, but it is a lot of offers. It would be desirable that have advised the providers checked up a hosting.
Geographical arrangement EU or USA.
Configuration:
RAM: from 512 mb
HDD: from 10gb
BW: from 200gb
IP: 2 and with possibility to buy in addition additional IP (1$-1.5 of $)
The budget: 25$
It is desirable minimum overselling.

Plenty of unmanaged providers you can choose from, is there something specific your looking for?

You should be able to get a Xen VPS in that budget.
Getting Xen means they can't oversell
