Cacti is great if your switch supports SNMP - not sure about the billing side of things, you'd need to get something custom coded for that as far as I'm aware.

We use Ubersmith DE, it works great for this, but it is a little pricy. Of course, it does a lot more than just that for the money.

This is what we use:
http://www.etinc.com/index.php?page=bwmgr.htm
Does loads, monitoring, limiting, grouping, bursting, QoS, Protocol Management... top bit of kit but there is a top price....
Cacti out of the box will under bill the customers for 95% billing!
You will need to mod it, also it will bill customers for lan traffic.BotWars.io - Code the AI of your Battle Bot!

We used to use Cacti for all of our billing, there is a bandwidth billing plugin you can download on the site. It takes some time to set it up, but it's worth your while.
We now use Ubersmith DE, it is pricey as mentioned above, but it does a great job if you have a fairly large network, it's a lot easier to manage if you have over 1000+ servers.

Cacti ftw. What I've found in our operation is that we bill by monthly KB xferred, not Mbps. Since 300GB of monthly total transfer is equal to 1 Mbps 24/7/30 continuous, most of our customers never really hit a billable threshold for their throughput.
