Your budget is too low for anything that will work properly.

Server.lu actually has a decent offering, and their prices are as low as you're going to get from anywhere.
I see your bandwidth and raise you a gigabit
Recommendations: MDDHosting shared, Virpus high-BW VPS, 100TB/SoftLayer for awesome servers

First of all, your boss is eighter joking with that price and such spec., or he mean offer like Hetzner's, which is Unlimited 100Mbps, but after the 2nd TB, it is capped to 10Mbps. If that is what you need, then go for Hetzner. For that amound of money, your only option is there. You can't find a company which will provide more then 5TB for such spec. and price.

I dont think you need as much spec for what you're hosting. It's definately overkill for hosting torrentflux or some sort of torrent downloader.
You could settle for a Core2Duo 2.xx and still be overkill. Only thing you probably need to worry about is the Bandwidth and the location... Downloading torrents is frowned upon by many hosts and you may get a DMCA/Copyright Notice.

100 Mbps unmetered bandwidth will be hard to get, though possible.

Care to back that one up their son? I have had a Kimsufi server for just about 6 months, with just about 6 months of uptime. The network is fast, never had a problem with the hardware either...
Keep in mind though you can only order from OVH/Kimsufi if you live in the EU. If you were stupid enough to buy an OVH/Kimsufi server from some child reseller then don't blame OVH for the bad experience.
